Rules for teams are outside the realm of the normal rules, team games just aren't covered, so when you play them you have to arrange with your opponents what the rules will be. Usually, when me and my friends have a team game, we play it that you have two completely separate armies, so you can have 2 HQs each but need at least 2 Troops each, and most people play that way, but you still have to agree to terms with your opponents.

If you're playing a smaller game, sometimes having a smaller force organisation chart can help keep the game a bit more even, because in a small game having 4 powerful HQ units running around can be a bit much.

Anyway, hope that helps!

I've run 2 doubles tourneys at my local games store and our rule is you get the normal force org and a set number of points you can't share but your opponent gets the same so it evens out.

i play teams (my I.G with my S.M army) and my brother uses CSM, DE, Orks and we have the one FOC to keep thing balanced so there is still the minimum 1 HQ, 2 Troops but the HQ could be a SM captain. 1 Troop would be an I.G platoon and the other would be a Tectical Squad.

its worked fine for us so far!
