Find some mates who want to game regularly. Start off informal (meetings at each others houses) and grow it from there.

No point hiring a venue and then no-one turning up.

Stick a V8 in it!

Like trigger said, find some people who play, become best friends, designate someone's house to play in about once a week. People will find out and want tojoin too and then you get your own forums.

Good luck mate

There's about 9 in our group, about 4 or 5 regs. We all put in 2 in a month to get bits like terrain etc. Also we have a league and at the end of the year the winner will get a box set of about 15
This works well, hope its some help
