For the sake of completeness, my issue is now resolved. I needed to do a repair install in the end to replace a corrupted version of kernelbase.dll

Not sure about the specs for Total War: Rome 2, but will my laptop be able to support it with the following information? I doubt it will, but it's worth a try:

Any idea if Dawn of War II or Elder Scrolls IV: Oblivion will work on this machine on low/medium graphics?

this is your issue. intel graphic cards are usually fuggin awful. looking up the HD ones, i can't even tell which one you have as three years running, according to wiki, a new card was issued with the name Intel HD Graphics.

Depending on which one it is... the generic, which seems likely, or the 2000, 3000, or 4000, the answer is maybe.

tldr: you might want to search a computer with an actual graphics card. everything else seemed good other than it has win 8.

EDIT: looked it up more: 4fps playing tf2. AVOID

I'm currently in the research phase of building a entry level gaming computer. I don't know much about computers and am trying to get as much advice from various sources as possible. Would this be the place to ask questions about it or would a new thread be better?

When I was a young boy, I dreamed of being a baseball...

as far as i know, i am may be the only person who checks this thread when there are new posts. a general thread might get you more responses. i can give you feedback as i build my own computers, but more heads are generally better.
