That's because Bethesda published it, not developed it.

It's the same reason that New Vegas actually works, unlike Fallout 3.

It's a very interesting game that handles very well with controls that make sense and are very easy to get the hang of. The graphics are nicely done as well as they went with a very animated style that suits the game instead of a realistic style. The powers are very fun to play with especially when upgraded but are not absolutely necessary if you take your time and plan things out in advance. The story line is very good with a few unexpected twists thrown in to really make you feel invested in Corvo's journey albeit with a slightly weak opening.
