In the game you saw the 2nd fleet. That was, what I would refer to, as the softening up force. Quickly through, and down causing havoc. You see, they destroyed the orbital monitors and stuff like that to get stealthily around. You, go and fuck up cities like "New Alexandria" and shit like that for lolz.

Um, no. They tend to send the early recon forces to search for artifacts of value to their religion before they do that. In the novel it is the 3rd fleet, consisting of 314 covenant ships, that arrived to reach.

No, they pretty much always send small strike forces to hunt down artifacts. You have not heard this in the novel, (nor did you hear a lot of other things) since they are classified ONI Tier 1 mostly, and none of the characters were spooks as far as I can see.
