Rules for teams are outside the realm of the normal rules, team games just aren't covered, so when you play them you have to arrange with your opponents what the rules will be. Usually, when me and my friends have a team game, we play it that you have two completely separate armies, so you can have 2 HQs each but need at least 2 Troops each, and most people play that way, but you still have to agree to terms with your opponents.
If you're playing a smaller game, sometimes having a smaller force organisation chart can help keep the game a bit more even, because in a small game having 4 powerful HQ units running around can be a bit much.
